( ၄ ) ဆြီဒင္ႏုိင္ငံေန ခ်င္းလူမ်ဳိးမ်ား ထဲ မွ ထုံးတမ္းစဥ္လာ အတုိင္း လက္ထပ္ထိမ္းျမား သူတုိ္င္းကုိ Kr ၅၀၀ ကုိ လက္ဖဲြ႔ အျဖစ္ ေပး ရန္။
( ဂ ) တံဆိပ္တုံး တံဆိပ္တုံးကုိ ႐ုံး တံဆိပ္၊ ဥကၠဌ တံဆိပ္၊ အေထြေထြအတြင္းေရးမွဴး တံဆိပ္ ဟူ၍ ရွိမည္ျဖစ္ရာ ထုိတံဆိပ္တုံး မ်ား ကုိ ဥကၠဌ ႏွင့္ အေထြေထြအတြင္း ေရးမွဴး ႏွစ္ဦး က ျပဳလုပ္ေပးရန္ တာဝန္ယူသည္။

We proceeded to discuss about our constitutions based on Draft made before.
► We had lunch after discussing our constitutions.

B. Discussion on Policy
Matter of sorrowness and happiness
► There shall be two kinds of assistances such as within Sweden and
outside of Sweden .
Matter of sorrowness or death
(a) It shall be to condole with whosoever losing his/her beloved one in Sweden among Chin in Sweden by offering Kr- 5000 in case of such emergency of death as condolence.
(b) It shall be to condole with whosoever facing any sorrowful death of Burmese people not from Chin in Sweden by helping Ks 1000 as condolence.
(c) In case if anyone of Chin in Sweden becomes handicapped and crippled for life long because of any accidents and means of misfortunes, Ks 10,000 cash shall be assisted to her/him as condolence.
(d) If anyone of Chin in Sweden is hospitalized, the assistances shall be made on the decision of EC as needed.
Matters of death outside Sweden
(a) If anyone of first blood-relatives such as father, mother, brother, sister including step-brother or sister ( step-) of Chin in Sweden will pass away outside Sweden , Kr- 2000 cash shall be assisted to his/his first blood relative (the bereaved family) as condolence.
Note: In this particular case the bereaved one who in turn does not pay for foundation fee and monthly fee, shall only be assisted Kr- 1500.
Matter of happiness or social blessing
(a) If any family of Chin in Sweden is blessed with new baby, Kr- 500 shall be conferred to them as means of expressing congratulation.
(b) If any sons or daughters of Chin in Sweden are outstanding in field of Academics, Sports, All- round-excellence, social and so on shall be
conferred Kr- 1000 cash along with honorary certificate as means of
congratulation and honor.
(c) If anyone of Chin in Sweden can graduate, the congratulation in any
means shall be carried out by EC members as necessary and needed.
(d) If any of man and woman gets married according to the existing Christian Marriage Law, Kr- 500 shall be offered to them as congratulation.
(C) About Seal Making
The seal of CCS shall be made in three different forms such as Office Seal, Chairman’sSeal and General Secretary’s Seal, and we all agreed to let Chairman and General Secretary take any responsibility to do so.
(D) About Letter Head Design and Making
In designing and doing Letter head, we all agreed to let the Chairman and General Secretary do it as necessary.
►We had a rest for 15 minutes.

(E) Collaborations with CCFS
If there shall occur any serious sorrowful events and problems or social
blessings among Chin in Sweden , we shall collaborate with CCFS when there are any chances of working together if necessary.
(F) Transportation Fare of Meeting and Others
(a) If someone who spent over kr- 1000 cash for Rail and Bus ticket in
addition to his/her own cash for this meeting on 12th September,2009
should be let to use extra- cash from his Kr- 1000 cash for that purpose
and we agreed that the extra-expenditures besides his/her Kr- 1000 shall
be allowed to use from the count of CCS.
(b) The EC shall supervise the expenditures of work plans for transportation in the future if necessary and as needed.
(G) Next Year Conference
(a) The date of 8th July 2010 must be the date of guests’ arrival and the
conference shall be held from 9,10,11 ( within three days) and the 12th
shall be the date of Guests’ returning back to their own places respectively.
(b) Next year Conference shall be held at Luleå city.

၄.၆.၃ Chin Community In Sweden ႏွင့္ ပတ္သက္၍ EC အစည္းအေဝး ကုိ ဥကၠဌ ၏ ေထာက္ခံခ်က္ျဖင့္ ေခၚယူရပါမည္။
၄.၆.၄ EC အစည္းအေဝးတုိင္းတြင္ အစည္းအေဝးမွတ္တမ္း ( minutes ) ေရးေပးရမည္ ျဖစ္သည္။
၄.၆.၅ တစ္လႏွင့္ အထက္ နုိင္ငံရပ္ျခား ခရီးထြက္ရန္ ႐ွိပါက တဲြဖက္အတြင္းေရးမႈး ( ၁ )ထံ တာဝန္လႊဲအပ္ ရမည္။

၄.၉.၁ CCS ၏ ဝင္ေငြ ႏွင့္ သံုးေငြမ်ားကို အစီအစဥ္အတုိင္း ျဖစ္ေစရန္ တာဝန္ရွိသည္။ ၄.၉.၂ CCS ဝင္ေငြ၊ ထြက္ေငြ ႏွင့္ လက္က်န္ေငြမ်ားကုိ ဥကၠဌ ႏွင့္အတြင္းေရးမႈဳး တုိ႔အား အသိေပးရမည္။
၄.၉.၃ CCS အတြက္ ဝင္ေငြ႐ွာ ရာတြင္ တာဝန္အရွိဆုံးျဖစ္ျပီး ဝင္ေငြရ႐ွိေရး အတြက္ လုိအပ္သလုိ တာဝန္ယူေဆာင္ရြက္ နူိ္င္သည္။
၄.၁၀။ ဘ႑ာထိန္း
၄.၁၀.၁ ဘ႑ာထိန္းသည္ Chin Community In Sweden ၏ ေငြမ်ားကုိ လစ္လပ္မႈ မရွိရေလေအာင္ ထိန္းသိမ္းေပးရမည္။
၄.၁၀.၂ အသင္း၏ ေငြမ်ားကုိ EC ေထာက္ခံခ်က္အရ အဝင္အထြက္ စာရင္း ျပဳစုရမည္။၄.၁၀.3 ေငြ စာရင္းမ်ားကုိ လုိအပ္လွ်င္ လုိအပ္သလုိ အစီရင္ခံရန္ တာဝန္႐ွိသည္။
၄.၁၀.၄ ဝင္ေငြ၊ ထြက္ေငြႏွင့္ ပတ္သက္၍ မွန္ကန္ေသာ စာရင္းဇယားမ်ား မျပနုိင္ခဲ့ပါက လိုအပ္ရင္လုိအပ္ သလုိ အေရးယူခံ ရနုိ္င္သည္။
၄.၁၀.၅ အေရးေပၚကိစၥမ်ား၌ ေငြ Kr ၅၀၀၀ သာ ဘဏ္မွ ထုတ္ယူပုိင္ခြင့္ ရွိသည္။ သုိ့ေသာ္ Kr ၅၀၀၀ ထက္ ပုိထုတ္ရန္ လုိအပ္လာလွ်င္ ဥကၠဌ ႏွင့္ အတြင္းေရးမႈဳး တုိ႔၏ ေထာက္ခံမႈ ရမွသာလွ်င္ ထုတ္ယူႏုိင္သည္။
၄.၁၁။ စာရင္းစစ္မ်ား
၄.၁၁.၁ အသင္း ဝင္ေငြမ်ား ကုိ တစ္ႏွစ္ တစ္ႀကိမ္ ပုံမွန္စာရင္းစစ္ ရပါမည္။
၄.၁၁.၂ စာရင္းစစ္မ်ားသည္ ေငြစစ္ရန္ လုိအပ္လာေသာအခါ၌သာ EC က အျပင္လူပုဂၢိဳလ္ ( ၂ ) ဦး ကုိ ေ႐ြးခ်ယ္ျပီး EC အဖဲြ႔ဝင္ တစ္ဦးဦး ႏွင့္ ကူညီ၍ စာရင္း စစ္ေဆး ရမည္။
၄.၁၂။ အႀကံေပးမ်ား
၄.၁၂.၁ အႀကံေပးမ်ားသည္ CCS ၏ ဦးေဆာင္မႈ ေအာက္၌ လုိအပ္သလုိ အႀကံေပးမွာျဖစ္သလုိ လုိအပ္ပါက အင္ႏွင့္ အားႏွင့္ ပါဝင္လာရမည္ ျဖစ္မည္။

၅.၁.၂ မ်က္ႏွာဆုံညီအစည္းအေဝးပဲြ ကုိ တစ္ႏွစ္ လွ်င္ တစ္ႀကိ္မ္က်င္းပ ရပါမည္။
၅.၁.၃ ႏွစ္စဥ္ ေ႐ြးေကာက္ပြဲ မက်င္းပမွီ မ်က္ႏွာဆုံညီအစည္းအေဝးကုိ က်င္းပရမည္။၅.၁.၄ ထုိအစည္းအေဝးတြင္ ေ႐ြးေကာက္ပဲြေကာ္မရွင္ကုိ ေ႐ြးခ်ယ္ရမည္။

၅.၂.၁ EC ပုံမွန္အစည္းအေဝး ကုိ အနည္းဆုံး ( ၃ )လ တစ္ႀကိမ္ ျပဳလုပ္ ရမည္။
၅.၂.၂ EC ပုံမွန္အစည္းအေဝး ကုိ EC အလုပ္အမႈေဆာင္မ်ား တဝက္ေက်ာ္ေက်ာ္ တက္ေရာက္ မွသာလွ်င္ အစည္းအေဝး အထေျမာက္ မည္ျဖစ္သည္။

၅.၃.၁ အေရးေပၚအစည္အေဝးကုိ EC အလုပ္အမႈေဆာင္မ်ား က လုိအပ္သည္ ဆုိမွသာလွ်င္ ေခၚယူနုိင္သည္။
၅.၃.၂ အဖဲြ႔ဝင္ သုံးပုံတစ္ပုံ က ဥကၠဌ ကုိ အေႀကာင္းႀကားျပီး ေတာင္းဆိုပါက အေရးေပၚအစည္းအေဝးကုိ ေခၚယူ က်င္းပနုိင္သည္။
၅.၃.၃ အေရးေပၚအစည္းအေဝးသည္ EC ( OB ) မွ အနည္းဆုံး ၃ ဦး ႏွင့္ EC အလုပ္အမႈေဆာင္မ်ား မွ အနည္းဆုံး ၅ ဦး အားလုံး ၈ ဦး တက္ေရာက္ နုိင္မွ သာ လွ်င္ အစည္းအေဝး ျပဳလုပ္နုိင္သည္။
၅.၄။ Community ဘုတ္ အဖဲြ႔ အစည္းအေဝး
၅.၄.၁ ဤအစည္းအေဝး ကုိ ( ၁ ) ႏွစ္ လွ်င္ တစ္ႀကိမ္ ျပဳလုပ္ က်င္းပရန္ျဖစ္သည္။၅.၄.၂ ဘုတ္ အဖဲြ႔ အစည္းအေဝး ၌ သဘာပတိ အျဖစ္ ေဆာင္႐ြက္ ေပးမည့္ သူ ကုိ အစည္းအေဝး တက္ေရာက္လာ သူမ်ားထဲ မွ တစ္ဦးဦး ကုိ ေ႐ြးခ်ယ္ ရပါမည္။

၇.၂.၁ CCS သည္ အနာဂတ္တြင္ ဆက္လက္ ရပ္တည္နုိင္ရန္ အေျခအေန မ႐ွိပါက အသင္း၏ ေငြမ်ား ႏွင့္ ပစၥည္းမ်ား အာလုံး ကုိ အမ်ားျပည္သူထံ ျပန္လည္ေပးအပ္ ရမည္။၇.၂.၂ အမ်ားျပည္သူ က ဤကဲ့သုိ့ေသာ ပစၥည္းမ်ား ႏွင့္ ေငြမ်ား ျပန္လည္ေပးအပ္ျခင္းကုိ လက္မခံလွ်င္ ျမန္မာနုိင္ငံတြင္ ဒီမုိကေရစီ ႏွင့္ လူ႔အခြင့္အေရး၊ လူမႈကိစၥမ်ားအတြက္ အလုပ္လုပ္ေနႀကေသာ အဖြဲ႔မ်ားအား လွဴဒါန္းသြားမွာ ျဖစ္သည္။

Chapter (1)
1. Organization name, Emblem and Motto
1.1 The name of the organization shall be Chin Community in Sweden (CCS).
1.2 The Emblem shall be Hornbill.
1.3 Motto: `Serve One Another`.

2. Aims
2.1 To serve for Chin people in Sweden at social-welfare affair and humanitarian concern.
2.2 To serve for Chin people in Sweden development in all ways.
2.3 To maintain and promote our literature, folk, culture and social.
2.4 To take appropriate measure to strengthen Democracy and Human Rights transition in Burma as its effort.
2.5 To serve for Chin people and our Chin land Development in all ways.
Chapter (3)
3.1 Membership
3.1.1 Chins living in Sweden shall be automatically considered as member.
3.1.2 Membership in CCS is not only open for Chins but also for others who accept the obligation/aim contained in the present article and the work-done can be CCS member.
3.1.3 All members shall have the same membership rights without partiality. 3.1.4 All members shall comply in pursuit of the propose work and in financial stated by CCS.
3.1.5 Over 18 year-old in CCS member shall have the rights to vote.
3.2 Composition
3.2.1 Chin Community in Sweden shall be formed by 17 people of Executive Committee.
3.2.2 Executive Committee members shall be given portfolio as below:
(a) Chairman
(b) Vice Chairman (1)
(c) Vice Chairman (2)
(d) General Secretary
(e) Assistant Secretary (1)
(f) Assistant Secretary (2)
(g) Finance Secretary

4.3.1 The Chairman shall be the chief Responsibility preson in Chin Community in Sweden administration in order to act according to constitution provision. 4.3.2 The Chairman shall act as EC agreement if there is meeting and relation to NGOs and other organizations.
4.3.3 The Chairman shall act chair in every Executive Committee meeting.
4.3.4 The Chairman shall not have vote in meeting but in equal vote of committee members, shall have power to preside over decision.
4.3.5 The Chairman shall sign on papers and statements when necessity to write in various organizations by Chin Community’s name.
4.3.6 The Chairman shall hand over work to Vice Chairman if travelling to overseas for more than a month.
4.4 Vice Chairman (1)
4.4.1 Vice Chairman (1) shall help Chairman as necessity
4.4.2 Vice Chairman (1) shall take responsibility upon all the functions of Chairman by the represent of His (chairman) absent.
4.5 Vice Chairman (2)
4.5.1 Vice Chairman (2) shall help Chairman and Vice Chairman (1) as necessity.
4.5.2 Vice Chairman (2) shall take responsibility upon all the functions by the represent of Chairman and Vice Chairman absent.
4.6 General Secretary
4.6.1 General Secretary shall be all meetings recorder, other Documentations and Seal holder.
4.6.2 General Secretary shall function all Executive meeting resolutions with fair and righteous. Shall often have discussion with Chairman in order to function the meeting resolution smoothly.
4.6.3 General Secretary shall call Executive Committee meeting with the acknowledgement of Chairman in affair of Chin Community in Sweden.
4.6.4 General Secretary shall be Executive Committee meeting recorder.
4.6.5 General Secretary shall hand over work to Assistant Secretary (1) if travelling to overseas for more than a month.
4.7 Assistant Secretary (1)
4.7.1 Assistant Secretary (1) shall help General Secretary as necessity.
4.7.2 Assistant Secretary (1) shall take responsibility by the represent of General Secretary in His (GS) absent.
4.8 Assistant Secretary (2)
4.8.1 Assistant Secretary (2) shall help GS and AS (1) as necessity.
4.8.2 Assistant Secretary shall take responsibility by the represent of GS and AS (1) in their (Gs and AS (1) absent.
4.9 Finance Secretary
4.9.1 Finance Secretary shall take responsibility in the proper being of income and expense of Executive Committee.
4.9.2 Finance Secretary shall manage income and expense with the acknowledgement of President and General Secretary.
4.9.3 Finance Secretary shall be the chief responsibility of fundraising for CCS.
4.10 Treasurer
4.10.1 Treasurer shall be treasurer of the finances of Chin Community in Sweden with honest and secure planning.
4.10.2 The Organization finances shall manage with agreement of EC.
4.10.3 The Treasurer shall have responsibility budget list and report as necessity. 4.10.4 Shall be fine as necessity if an inaccurate report of income and expenditure.
4.10.5 The Treasurer can be withdrawn Kr-5000 only from the Bank in emergency case. Shall withdraw with the acknowledgement of President and GS in case of needing more than Kr-5000.
4.11 Auditor
4.11.1 Auditor shall audit Organization finances once in a year.

4.6.2 General Secretary shall function all Executive meeting resolutions with fair and righteous. Shall often have discussion with Chairman in order to function the meeting resolution smoothly.
4.6.3 General Secretary shall call Executive Committee meeting with the acknowledgement of Chairman in affair of Chin Community in Sweden.
4.6.4 General Secretary shall be Executive Committee meeting recorder.
4.6.5 General Secretary shall hand over work to Assistant Secretary (1) if travelling to overseas for more than a month.
4.7 Assistant Secretary (1)
4.7.1 Assistant Secretary (1) shall help General Secretary as necessity.
4.7.2 Assistant Secretary (1) shall take responsibility by the represent of General Secretary in His (GS) absent.
4.8 Assistant Secretary (2)
4.8.1 Assistant Secretary (2) shall help GS and AS (1) as necessity.
4.8.2 Assistant Secretary shall take responsibility by the represent of GS and AS (1) in their (Gs and AS (1) absent.
4.9 Finance Secretary
4.9.1 Finance Secretary shall take responsibility in the proper being of income and expense of Executive Committee.
4.9.2 Finance Secretary shall manage income and expense with the acknowledgement of President and General Secretary.
4.9.3 Finance Secretary shall be the chief responsibility of fundraising for CCS.
4.10 Treasurer
4.10.1 Treasurer shall be treasurer of the finances of Chin Community in Sweden with honest and secure planning.
4.10.2 The Organization finances shall manage with agreement of EC.
4.10.3 The Treasurer shall have responsibility budget list and report as necessity. 4.10.4 Shall be fine as necessity if an inaccurate report of income and expenditure.
4.10.5 The Treasurer can be withdrawn Kr-5000 only from the Bank in emergency case. Shall withdraw with the acknowledgement of President and GS in case of needing more than Kr-5000.
4.11 Auditor
4.11.1 Auditor shall audit Organization finances once in a year.
